The position of the Health, Safety and Environmental (HSE) Manager will drive change in behaviors toward Health, Safety and Environmental in order to promote a world class safety culture.  The HSE Manager will actively lead and participate in the execution of the plant’s safety initiatives and maintain compliance with Federal, State and local regulations
.  This position is an experienced hands-on leader with refinery or chemical company experience.  This position reports to the Plant Manager in support of operations, engineering, maintenance, administrative department leaders, senior company management, corporate attorneys, health and safety peers in the industry, hourly and other management employees. Responsible for managing Plant Environmental Engineer, Safety Professional and Environmental Operator.



  • Manage the site Environmental, Safety and Health Department that consists of an Environmental Engineer, Safety/Emergency Response Coordinator and an Environmental Operator
  • Participate on the Site Leadership Team to set the overall direction of the facility
  • Develop and implement environmental, safety, health and security compliance programs
  • Work closely with line management, quality, training and HR to ensure the effective use and implementation of CBT based and site safety programs
  • Represent the organization in community or industry safety groups and programs
  • Site Subject Matter Expert on applicable Federal regulations including NSPS, BWON, Title V, MACT, PSM, DOT, PHMSA and OSHA
  • Oversee the development and submission of air permit applications including new, amendments, renewals, required air compliance testing and report submittal
  • Develop and implement Refinery compliance system self-assessment program
  • Subject Matter Expert for Site Security and Process Safety Management
  • Participate and lead incident Root Cause Assessments (RCA) and assure corrective actions are appropriately completed
  • Demonstrate critical thinking & entrepreneurial skillsets in the application of ESH requirements for the site
  • Determine the appropriate use of third-party contractors to aid in demonstrating compliance
  • Aid in the management of day-to-day requests for interpretation of regulations, guidance on Environmental, Health, Safety and Transportation issues.  Provide guidance, training and technical support as needed
  • Support gathering and reporting of environmental metrics to Calumet Corporate HSE
  • Support preparation of MSDS/SDS and TSCA reporting by having thorough awareness of materials used in the Refinery processes
  • Oversee company personnel on proper planning of job activities and equipment usage to ensure a safe work environment
  • Perform audits to assist in the identification and elimination of unsafe conditions and behaviors
  • Ensure health and safety regulatory compliance through effective recordkeeping, training and overall compliance with developed programs
  • Ensure internal and external health and safety audits are conducted on a consistent schedule
  • Receive incident reports, coordinate investigations, and provide initial and follow-up reports as required
  • Develop and deliver employee training on HSE specific topics
  • Prepare reports and track metrics
  • Ensure employees are medically treated as needed and follow up with Corporate HR and medical services to monitor recovery progress and return to duty release
  • Conduct worksite audits and inspections to ensure compliance with all Calumet and Refinery Safety Programs, as well as applicable government and industry regulations
  • Support and maintain Emergency Response plans and provide technical support for emergencies, drills and liability assessments
  • Provide facility support for MOCs, safety statistics, incident investigations and technical support for Startups/Shut downs/Turnarounds
  • Support and maintain safety compliance, inspections and audits
  • Management of consent decree and follow-up with site personnel to assure that committed action items remain closed



  • Minimum Bachelor’s degree in Environmental Science, Chemical or Environmental Engineering or a related technical field OR 10+ years of experience as an HSE professional
  • 5+ years of related experience in Environmental or Safety requirements with a demonstrated increase in responsibility
  • 2+ years of supervisory experience
  • 5+ years working in a chemical or petrochemical facility



  • Excellent written and oral skills
  • Ability to work effectively at all levels of the organization
