POSITION SUMMARY


The Senior Environmental Engineer’s primary focus will be air programs with potential work in other media/programs from time to time.

 


POSITION RESPONSIBILITIES

  • Serve as lead facility contact for air permit applications, compliance testing and reporting and requests for regulatory information
  • Develop and maintain site subject matter expert level of expertise on assigned regulations (NSPS, NESHAP, ODS, Title V, PSD, etc.)
  • CEMS data collection and management
  • Develop and implement Refinery compliance system self-assessment programs
  • Track key performance indicators and identify and implement processes to improve performance
  • Participate in Regulatory Agency on-site air inspections
  • Respond to Regulatory Agency information requests
  • Work with regulators to resolve concerns prior to permit issues
  • Provide regulatory interpretations and guidance on environmental issues
  • Manage outside consultants and contractors

 

POSITION REQUIREMENTS

  • Bachelor's degree in Environmental engineering OR other applicable scientific degree; OR a combination of relevant education and experience
  • 8+ years of progressively responsible experience managing complex air program tasks, including regulatory review and analysis; preparation of written guidance for environmental and operations personnel; and preparation of air permit applications and compliance reports
  • Knowledge of federal air quality regulations (NSPS, NESHAP, ODS, Title V, PSD, etc.). Experience with federal refinery regulations and Texas air regulations preferred. Experience with CERCLA, EPCRA, and/or TSCA reporting and compliance
  • Ability to execute and deliver complex air compliance projects on time and with minimal supervision
  • Proven experience with one-to-one contact with the permitting agency on air compliance, stack testing, and upset and release reporting
  • Able to manage local environmental specialists, technicians, consultants and contractors as needed

 

NECESSARY ATTRIBUTES

  • Excellent oral and written communication and interpersonal skills in order to deal with all levels of the organization
  • Possess a strong understanding of computers including Microsoft Word, Excel, PowerPoint, Outlook and Internet functionality
  • Ability to execute and deliver complex air compliance projects on time and with minimal supervision.
  • Demonstrate the ability to train and mentor employees
  • Exhibit sound leadership skills
  • Able to work through multiple tasks simultaneously, prioritizing effectively
