TSS is seeking a Compensation, Benefits & Job Analyst Specialist

Position will support the U.S. Agency for Global Media (USAGM). Responsible for position description analysis and updating, including position classification and sensitivity levels, such that they are able to apply prior knowledge and/or experience when working on the deliverables below. All Specialists must have experience as Federal Government classifiers

collaborate with Office of Human Resources (OHR) and various Agency program office SMEs, as well as the agency project lead, to use their guidance and carry out the PD Catalogue Analysis and Updates. Updates must be compliant with the Federal standard for classifications as enumerated by the Office of Personnel Management (OPM).

Position Description Catalog Analysis: conduct an iterative review of the existing PD catalogue and identify areas in need of updates, including PDs in need of consolidation or reclassification. This review should incorporate requirements identified by OHR and various Agency program office SMEs as needed. Updates should be identified to ensure that the entire PD catalogue aligns with the modern workforce needs of the Agency, as well as with modern standards & technologies, organizational objectives, and federal guidelines. The vendor must utilize an experienced Federal government classifier in identifying all needed updates to PD classifications. The vendor shall capture this analysis in written documentation, as well as presentations to OHR.

 

Position Description Catalog Update: Based on the findings of the PD Catalogue Analysis, the vendor shall develop, write, and edit updates to the text of all PDs, including PDRs, evaluation statements, and PD classifications and sensitivities, as needed. All updated PDs will need to be classified, and the experienced Federal Government classifier from the vendor’s staff will need to make these classifications. Updated PDs and PDRs will be submitted to OHR for review. In some cases, an iterative process of submission, review, and update may occur between the vendor and OHR to ensure that proper elements are contained within the updated PDs. The vendor shall make any necessary re-formatting alterations, and any other copy-editing revisions that ensures the finished PDs are free of any typos, grammatical issues, and conforms to the approved style.

 

Works on high-visibility or mission critical aspects of a given program and performs all functional duties independently. A senior labor category may oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.

 

Education/Experience

Over 10 years of experience and MA/MS degree.
